Vintage Germany Mechanical Drafting Tool Set look close these are made very well.
Look at the top of each tool double set of set screws, along with the pin screw for the pivot.
Screws are machine fit very smooth movement on each of them. I have sold a few sets over the years, this is not a common brand or a cheap one. I date this to the 1930’s maybe 1940’s French or German made, I think. I am not an expert Just going back on the past ones that I have sold.
The case is a little ruff, flap torn off but still closes good.
